- an appropriate and sustaining structure supported by articulated vision and strategy;
- stakeholders equipped with the capacity to engage with LA

These dimensions are presented as a Model of Strategic Capability.
The Model of Strategic Capability presents LA implementation as a fluid, recursive and dynamic response to complex inter-relationships between conceptualisation, leadership, strategy, technology, stakeholders, and context. The model also draws attention to the temporal dimension of LA and its influence on LA development, maturity and evolution.
The Model of Strategic Capability forms a key component of the Model of Organisational Capacity, also generated by this project.
